The Parish Clerk will contact highways and the Parish Steward to arrange repair.   The missing reflective signs on the right hand side of road up the hill out of Broad Town were also noted.  The Parish Clerk will report this to highways.   The work of the footpaths group on the bridge at route 7 was noted by a resident and is much appreciated.   Residents raised the flowing concerns regarding flooding events at Manor Farm: Grates and blockages on the site have not been cleared and maintained causing flooding at neighbouring properties and land. There had been no issues with flooding at the site prior to the development. Property and storage areas have been damaged. Refuse and debris from the site has ended up in the stream and has been cleared by residents. Residents have repeatedly contacted the landowner and received an extremely slow and ineffective response causing further damage to land and property.  Residents have used pumps to remove water from their own land. The manhole cover on the site needs to be removed with a digger – any blockage cannot be dealt with easily and needs full co-operation from the landowner. Residents have contacted Wiltshire Council and environmental services regarding the flooding but have not received any support.   Residents raised the following concerns regarding planning application 19/09945/FUL:   Given the ongoing issues with flooding residents feel there should be no more development permitted on this site. Write to the landowner to note the seriousness of the flooding and to remind them of their responsibility to maintain the drainage systems at the site. The conditions of previous application18/09642/FUL state that the site is not to be used for parking of plant or machinery.  It was noted that the site already has plant and machinery on it and is in breach of these conditions. There is no drainage statement for the building on the application.  The surface of the proposed site currently has some permeability assisting drainage.  The application does not state where the run off water for the building will go to.  A full drainage statement with attention to maintenance issues is essential for applications at this site.   In summary, given the current and ongoing serious issues with drainage maintenance and flooding on this site, the Parish Council objects to this proposal.      38/19.2.2        PLANNING APPLICATIONS DETERMINED   Application Number Location of development Description of development Decision 19/07971/FUL Lay Marsh Farm Cotmarsh Lane Broad Town Swindon SN4 7RA Part retrospective application for erection and extension of agricultural buildings   Approve with conditions. The decision was noted.         38/19.3           19/07306/FUL – NORTHERN AREA PLANNING COMMITTEE   It was noted that the above application was discussed at committee on Wednesday 6th November; the application was passed with prerequisites and conditions which are available on the planning portal.  It is noted that the stipulations around timing (Monday to Friday 9 am to 4pm and Saturday mornings) still leave children travelling home from school at risk.  Residents have noted that there is no information specifying the warning signs that will be in place on the highway; the Parish Clerk will request further information about this from planning.   Councillor Rendell attended the session and reported back.  The chamber where the meeting was held is a large space; this does not make it easy for residents to speak up.  Councillor Rendell noted that limited attention was given to road safety during the meeting and that there was no feedback regarding the points raised by residents – they were merely noted by the committee.   Including Councillor Rendell there were three residents of Broad Town present; it was felt more residents from Broad Town were needed at the meeting to ensure that more time was spent on the concerns of residents.    The Parish Clerk will send a letter to the planning officer and applicant recognising the stipulations and noting that we expect the conditions to be observed.    39/19              INSURANCE UPDATE AND QUOTE FOR COVERING ADDITIONAL ITEMS   Members reviewed the quote for covering power tools and SIDs under category C of the existing policy at an additional cost of £37.73.  The Parish Clerk will arrange for the payment of the premium increase once the tools and SIDs have been purchased.   The insurer has confirmed that the above items need to be securely stored; the location does not need to be specified.  It was noted that long term storage of items owned by the Parish Council needs to be resolved; consideration for storage options can be put into the budget for 2020/2021.   The insurer has confirmed that the activities of the footpath volunteers are covered under the public liability section of the policy.  Volunteers using power tools need to state that they have the appropriate training or state that they are able to use the items in accordance with the manufacturer’s instructions.  The Parish Clerk will check the volunteer documentation and ensure that this is included.   40/19              BRIEFING NOTE 19-030 – TARGETING FLY TIPPING   The correspondence from Wiltshire Council was noted.   41/19              BRIEFING NOTE 19-033 – PAYPHONE CONSULTATION   The correspondence from Wiltshire Council was noted.   42/19              EXCHANGE OF INFORMATION   The Chairman, Councillor Jordan advised that the next area board meeting on the 27th November is being held in Wootton Bassett as part of an eco-festival and the meeting will focus on environmental issues and opportunities.   The Parish Clerk has been notified by a resident that the bench opposite Elizabeth Cottage and the noticeboard at Redhills may be in need of repair or replacement.  The condition of these will be monitored.    Councillor Hartley noted that there have been some health and safety issues regarding the works by Gigaclear.  These have been reported to Gigaclear and residents are requested to continue to monitor and report any problems.   The replacement padlock and keys for the gate at Redhills are in place.  The names and telephone numbers of the keyholders will be forwarded to the Parish Clerk for a new sign to be made for the noticeboard at Redhills.     Notice has been given of amendments to planning application 19/03874/OUT (land south of the school), and further comments are invited until Monday 25th November.  The amended plans are now available on the Wiltshire Planning Portal.  Members are requested to forward any comments on these to the Parish Clerk.  The Parish Clerk will contact the planning officer to confirm the date that this application will be discussed at committee.  The Chairman, Councillor Jordan noted that Lee Burnham of Wiltshire Planning confirmed in writing on the 25th October 2019 that this application is subject to call in.  Councillor Jordan noted the importance of having as much notice as possible of the committee date to ensure that Broad Town residents are able to attend.     Councillor Holland gave an update on the footpaths group.  Two successful group working days have been held. The stile off the five ways gate has been repaired and the bridge on route 7 was repaired on Saturday 9th November.  Peter Gantlett of Clyffe Pypard, local landowner and farmer has approached the footpaths group to state that he is happy with works competed and has stated that he would  like to get involved with the works on the White Horse trails.   The footpaths group will be out again on Saturday 23rd November; further clearance on paths near five ways gate is planned.    The footpaths group will shortly be planning works for next year, and it was noted that a second group has been set up covering the lower part of the village including Cotmarsh. A resident commented on application 19/08871/FUL and raised the following concerns: There are flooding issues at the site with no mention of drainage in the application; the proposed extension is close to the boundary of number 17. The application has been registered with limited information on construction, materials and drainage. Several residents commented on planning application 19/07306/FUL and recent amendments. The following concerns were raised: The revised gallop route has put all of the issues with traffic and horse contact with pedestrians outside one property.  Residents are seeking clarification regarding the ownership of different areas of highway and footpath. Residents have asked highways to re-assess the impact on traffic and road safety; it was noted the number of horses using the route keeps being adjusted on the application. There is little detail on the actual materials being used for the gallops, hard standing and fencing. There is a need to have restrictions on what equipment and vehicles can be put on the hard standing. The application would have a severe effect on privacy to property on the boundary 2 metres away from the site; all the properties on the row will be severely impacted. Serious concerns were raised regarding the safety of children walking to school along the route and should the application be approved, residents would like to see restrictions around school hours.   Any exclusions need to be in place prior to approval. The plans do not deal with the removal of manure from the paths and roads; combined with horse traffic this could make the footpath unusable. The applicant has been clear that the site is being used as part of extending a business; potential use of the site could be much higher than the application suggests. Clarification is being sought on whether horses have right of way on the footpath access point to the field. It was noted that the developer and planning department seem to be in constant dialogue and residents would like to ensure that their views are taken into consideration. Concerns were raised that one or two people are making the decision on behalf of Wiltshire Council without having a look at the site; residents have asked for the officer to complete a full site visit. No areas of high risk were reported and the remedial actions required can be completed as part of general maintenance.  The need for minor repairs to fencing, regrassing, securing the bench, and monitoring the need for a rail at the multiplay were noted.  The Parish Clerk will contact manufacturer regarding the multiplay and form a plan of works to address the issues identified. No objections anticipated Deadline for comments: 30/10/19   19/07306/FUL Mrs Jane Allison Land to the north-west of Broad Town Change of use of agricultural land to equestrian and construction of all-weather gallop.    Amended plans deadline for further comments: 31/10/19     Application 19/07306/FUL was discussed:   The Parish Council raised objections to the original application and note that there are many objections on the website from Broad Town residents.  It was noted that Highways did not object to the original proposals but the plans have since been revised and further amendments have been made. The new plan still leaves large numbers of horses crossing the road on the bend.  The Parish Council will request that highways and planning comment fully on the new route across the road.   The Parish Council uphold their objections that this development would be a huge change for the village; it was noted that the long term implications of this development are not clear.  The use capacity on the application and use of the site as part of a business indicate that further development applications in relation to this site may be anticipated.  The proposed development would be very disruptive to the village and represents an attempt to run a large scale equestrian business in the centre of the village and residential community.   It was noted that the application states that the equestrian business at Manor Farm has capacity for 120 horses; the application still does not detail where these horses will be housed or how many horse boxes will be involved in their transportation to and from the village.   The limited information available on the construction materials for hard standing and fencing is also noted.  The impact on the privacy of nearby residents from horse traffic has also not been fully assessed and amendments to the application would increase this impact.   The Parish Council strongly request that the planning officers undertake a site visit in order to assess the site and impact fully.  The Parish Clerk will contact Lee Burnham from Wiltshire Planning to request a face to face meeting with Parish Councillors; Mollie Groom would like to attend if possible.   The Parish Council will seek to ensure that this proposal is debated and discussed fully and request that Mollie continue to ensure that this is called in and goes to committee.  Mollie confirmed that she has been in contact with the planning officer regarding this and will uphold her request for this application to go to committee.       29/19.2           PLANNING APPLICATIONS DETERMINED   Application Number Location of development Description of development Decision 19/07642/FUL Broad Town Lodge Broad Town SN4 7RN Demolition of existing home office/storage building and garage, erection of single storey side extension to existing games/exercise room and change of use enlarged games/exercise room to separate dwelling (C3) together with associated works.   Approve with conditions.   The decision was noted     29/19.3           ENFORCEMENT APPEAL DECISION – 15/00498/ENF LAND ADJACENT TO APPLEFORD   The outcome of the appeal was noted. The appeal was not upheld and gives six months to remove the driving school and hard standing.    29/19.4           UPDATE ON 19/03874/OUT – LAND SOUTH OF BROAD TOWN SCHOOL   An appeal due to non-determination has not yet been made; there are currently discussions at Wiltshire Planning department on whether this application will be assessed by the Planning Inspectorate.  It has been extremely difficult to get updates and further information on this process.  The Parish Council will request a meeting with planning officers with Mollie Groom, Unitary Councillor in attendance.           29/19.5           WILTSHIRE COUNCIL LOCAL PLAN REVIEW SESSIONS   The Chairman, Councillor Jordan and Councillor Joyce attended the local plan review session on the 18th September.    Wiltshire Council are reviewing the Wiltshire Core Strategy, now called the Wiltshire Local Plan up to 2036. This will include revised scales of growth, new policies to support neighbourhood plans and their response to recent NPPF amendments. They will submit the new Plan to the Secretary of State by the end of 2020 for adoption in 2021. They have assessed local housing need as between 40,840 and 45,600 for 2016-2036. This means that c18,000 more houses need to be found over this 10 year period allowing for housing already in the pipeline. Small villages and hamlets will not be given a fixed housing requirement in the new Local Plan but they will be expected to respond positively to applications for infill and for suitable exception sites which genuinely reflect local need. The new plan will also include the NPPF paragraph 71 requirements on entry level exception sites; these are likely to include additional stipulations such as the percent of the housing that needs to stay as affordable in perpetuity and the maximum percentage of market housing allowed.  Broad Town Parish Council will keep informed about the progress of the plan and are supportive of upholding the needs and character of small, rural communities.     30/19              BRIEFING NOTE 19-025 – CHANGES TO CODE OF CONDUCT COMPLAINTS   The correspondence from Wiltshire Council was noted.     31/19  EXCHANGE OF INFORMATION   Councillors have been notified by Broad Town Farmhouse that they are undergoing works and apologise for having windows boarded up temporarily.   Councillor Rendell has been notified by a resident that weeds and rubbish need removing from the stream at the new bridge at Thornhill.  The Parish Clerk will request that this is cleared by the Parish Steward.   Councillor Holland gave an update on the footpaths group.  The group held a successful first working day with 10-12 participants.  Councillor Holland is aware of the issue at Cotmarsh where new owner has locked all his gates.  He has contacted the owner regarding this and referred the issues to Stephen Leonard of Wiltshire Council; the landowner has agreed to replace gates and find long term solutions.     Councillor Pearce advised that the extended poles for the SIDS have been installed; was approached by one resident who advised that one of the poles was on their land; Councillor Pearce will clarify with resident and council as to who owns the verge.     Gigaclear are making progress with works around the village; schedule states end of November finish. The Parish Clerk will check the end date with Gigaclear.  Gigaclear are holding a public meeting on the 23rd October.  The community coffee morning group would be prepared to do teas at the meeting for a donation of £50.  The Parish Clerk will approach Gigaclear with this suggestion.     The Chairman, Councillor Jordan reported on the area board meeting where planning gave a presentation.  They did not answer individual questions but gave general feedback and information. A resident queried the timetable for the installation of the Speed Limit Reminder Devices and expressed that they are keen to see the completion of this project. Residents raised the following regarding footpaths in the village: Ongoing issues with the overall maintenance of footpaths in the village in relation to changes in land ownership. A resident asked whether the footpath committee or Parish Council could assist with raising support for applying for a definitive map modification order change on the circular unofficial path around the proposed gallops field. Comments:  No objections were raised; it was noted that the plans could not be viewed at present due to the planning portal being down.     17/19  WILTSHIRE HOUSING LAND SUPPLY – BRIEFING NOTE 19-022   The correspondence from Wiltshire Council was noted.  It was noted that the document does not offer a great deal of clarity and that several of the links within the document are not working.  Councillor Jordan and Councillor Joyce will be attending a Local Plan Review consultation event on the 18th September and will report back on this at the next Parish Council meeting.     18/19  FOOTPATHS IN BROAD TOWN   Councillor Holland noted that three or four residents have approached him to state that they have walked the route around the proposed gallops field near Pye Lane for many years and have suggested that this could be made into a permitted route via a definitive map modification order.  Residents have suggested that the Parish Council could lead this process.   The footpaths group could then ensure that this is maintained as part of their schedule for the footpaths in the village.  Councillor Holland noted that the footpaths group has more than enough work at present to bring the existing footpaths up to standard and would be reluctant to add further routes.   It was noted that in general that the footpaths group already has a lot to action in relation to the maintenance of paths in the village.   The Chairman, Councillor Jordan noted that the Parish Council at present lacks the capacity and manpower to lead on this issue but could follow up with support via information in the newsletter if interested residents gain impetus with this.  It was suggested that the residents who feel strongly about it may wish to volunteer and self-organise to lead this proposal.     19/19  SPEED LIMIT INDICATOR DEVICES PROJECT   Councillor Pearce noted that the posts for the devices are on the schedule to be extended by Wiltshire Council but this has not yet been actioned.  Councillor Pearce is unable to attend the next CATG meeting but will request an update on this when his apologies are sent.   Councillor Pearce advised that he has received an e-mail from Clyffe Pypard Parish Council regarding sharing the cost of the devices.  Their proposal is to offer 1/3 of the cost of the unit to use 1/3 of the time.  Funding for the devices is due to be considered by the community fund advisory group on the 30th September.  It was noted that it would be beneficial to have the devices in place and see how they work prior to fully considering any sharing arrangements.    20/19  EXCHANGE OF INFORMATION   Planning application 19/08382/FUL was noted; this application was not received in time to be discussed at the September Parish Council meeting.  The Parish Clerk will request an extension so that this can be discussed at the October Parish Council meeting; it was noted that the planning portal is not working at present and no planning applications can be viewed.       Councillor Holland noted that Betty Gate was ploughed into and damaged last week.  The footpath group and volunteers have worked this weekend to bend it back into shape and it is now functional again.  Councillor Holland advised that the footpaths group are getting together a programme of events for the autumn and winter and hope to get volunteers to help.  The October date is due to be confirmed shortly.     Councillor Holland noted that Noremarsh School in Wootton Bassett has fitted a new green coloured type of fencing; this could be an option for the long term plan to replace the fencing at Redhills. The application states that horse crossings are likely to be higher in the winter months; it was noted that there is limited visibility to the right when pulling out of Manor Farm. Concerns were raised about horse traffic during school drop off times. The application is not clear whether the horses will have riders or not; this could have significant safety implications. The application suggests capacity for 120 horses; this represents a high number with the potential to have a significant impact on the community. The impact of increased levels of deliveries in the early hours with associated noise and traffic. It was noted that this represents an infill development using existing access. Councillor Holland and Andrew Law had good meeting with Purton Parish footpath team; the meeting highlighted the need for mechanised equipment and storage facilities.  It was noted that Purton are a larger area and benefit from a professional grounds maintenance team.  The footpaths group have been working on the paths down by Manor Farm and have started to clear access points at Pye lane.   Play area inspections:  The Parish Clerk has contacted our insurer to clarify the need for regular play area inspections.  They have advised that the play area needs to be inspected regularly; they do not expect us to have training but checks must be logged and recorded.  A monthly inspection schedule was suggested.  The Parish Clerk has made a basic inspection checklist following this advice and will distribute.  The Parish Clerk has completed a check for August and notes that the full inspection is due in October.  The Parish Clerk will forward the inspection checklist and a rota.     Gigaclear have contacted the Parish Council and can attend the Parish Council meeting on the 9th September.  It was agreed for Gigalcear to attend at 6pm on the 9th September prior to the meeting to brief the Parish Council on the forthcoming works.     A resident reported an incident related to discourteous driving near the school to a Parish Councillor.  It was noted that this needs to be reported to the A resident reminded the Parish Council that they have promised to clear the filing cabinet in the back of the village hall.  Roy Davey has a key and has offered to assist with this; the Parish Clerk will contact him to arrange a suitable day to do this and notify the Parish Council if others would like to help. It was noted that the Parish Council may need to find a storage space for the remaining documents. A resident has had a request about the possibility of having a dog poo bin at the village hall end of Broad Town.  It was noted that the village hall bin is being used to dispose of dog poo.  The Parish Clerk will contact Wiltshire Council regarding this.   1.                     APOLOGIES   There were no apologies for absence.     2.         DECLARATIONS OF INTEREST   There were no declarations of interest.         3.                     MINUTES          The Minutes of the Parish Council meeting held on Monday 13th May 2019 having previously been circulated were signed by the Chairman, Councillor Jordan as a correct record.     4.                     EXTERNAL AUDIT 2018/2019   4.1       CERTIFICATE OF EXEMPTION FROM A LIMITED ASSURANCE REVIEW   The gross income and gross expenditure of the Parish Council does not exceed £25,000 in the account year ended 31 March 2019.  The Parish Council can therefore exempt itself from a limited assurance review under section 9 of the Local Audit (Smaller Authorities) Regulations 2018.   It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Joyce and   UNANIMOUSLY RESOLVED to exempt the Parish Council from a limited assurance review and complete page three of the Annual Return accordingly, for submission to the external auditor.   4.2       APPROVAL OF THE ANNUAL RETURN AND GOVERNANCE STATEMENT   It was proposed by Councillor Joyce, seconded by Councillor Pearce and   UNANIMOUSLY RESOLVED to approve the Annual Governance Statement 2018/19 as detailed in Section 1 of the Annual Return.   It was proposed by Councillor Joyce, seconded by Councillor Pearce and   UNANIMOUSLY RESOLVED to approve and sign the Annual Return and Year End Accounts for 2018/19.   The Parish Clerk will forward the completed and scanned documents for inclusion on the website; this needs to occur by 1st July 2019   4.3       YEAR END CASH BOOK 2018/19 - AUDIT VERSION   The Year End Cash Book was noted.  The Parish Clerk will ensure that the VAT and staff expenses are separated appropriately going forward.   4.4                   INTERNAL AUDIT REPORT   The Internal Audit Report was approved.   Councillor Jordan noted the advice from the Auditor to ensure that the VAT breakdown is clear in order to expedite the VAT claim at the end of the year.    The Parish Clerk has had advice on allocating staff costs vs staff expenses for the current cashbook.   Councillor Jordan noted that a non-cheque signing councillor needs to check the bank reconciliations.  Councillor Joyce currently checks the bank reconciliations and proposed being removed as a cheque signatory in order to continue to do this.  The Parish Clerk will organise the paperwork for Councillor Joyce to be removed as a signatory.   Councillor Jordan noted the need to review the way we are approving invoices to ensure that the cheque number is clearly stated.  It was agreed that the Parish Clerk will order an appropriate rubber stamp as per the report recommendations.   4.5       INTERNAL AUDIT FEES INVOICE FOR PAYMENT   It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Hartley and   UNANIMOUSLY RESOLVED to approve the payment of £150 to Auditing Solutions Ltd.     5.                     FINANCE   5.1       BANK BALANCES       Treasurers Account                 £ 13559.02     Business Bank Instant              £ Nil   Community Fund                      £9180.08    Bank Reconciliation Treasurers Account                 £ 13559.02 Less unpresented cheques      Nil Total                                        £13559.02   The bank balances and bank reconciliation were noted.   5.2       VAT RETURN   The VAT claim was noted. The £6.51 discrepancy between the claim and the audit version of the cashbook was noted; the Parish Clerk advised that this was due to an incorrect VAT calculation on one of the invoices in 2018.   The Parish Clerk advised that the claim was submitted on line and payment has been received.           6.         PAYMENT FOR INSTALLATION OF GOAL POSTS   It was proposed by Councillor Hartley, seconded by Councillor Rendell and   UNANIMOUSLY RESOLVED to approve payment to Chris Moore for installation of the goal posts.     7.         RISK ASSESSMENT   Members reviewed the following sections of the risk management assessment.   Play Area Open Recreational spaces     Risk of damage Injury to users             Access for emergency vehicles. M H             H The play area is subjected to a ROSPA inspection each year.  Any defects are assessed and repairs/remedial work carried out by an authorised play equipment installer.  Visual checks are carried out periodically by members.     The gate is locked and a record of the key holders is kept by the Parish Council; residents and emergency services need to be advised of key holders.     Ensure the ROSPA report is an agenda item and any defects reported and repaired correctly.        Ensure that residents and emergency services can gain access to the site in case of emergency.  (Discussed in agenda item 8.)   The Parish Clerk advised that ROSPA guidelines state that any additional checks during the year require appropriate training in order to be carried out effectively.  It was agreed that the risk assessment will be amended to reflect that yearly statutory checks are completed and advice is acted upon.  The Parish Council will continue to complete a six-monthly informal visual check.                 8.         ACCESS TO REDHILLS   Councillor Joyce reported that he has spoken to the key holding resident in Redhills; the resident confirmed that he currently has a key and takes a car on a trailer once a month from his garage across the very edge of the play area.  The resident reported that access was granted 20 years ago by the Parish Council.  It was reported that a further local resident has a key but does not appear to have vehicular access to the rear of their property via the playing field.   Councillor Jordan and Councillor Pearce noted that there have been no issues with this arrangement so far and it would not be appropriate to change this arrangement at present.  Councillor Jordan noted the need to ensure certainty on who has a key to access in case of emergency and suggested that current resident key holders be requested to act as emergency key holders with continued access being granted on this basis.  Councillors Joyce and Hartley agreed to discuss and agree with the Redhills residents involved.   A resident suggested that the use of a key safe with a code would be further option for the Parish Council to consider.   It was agreed to have two key holders who are Redhills residents, one key for the grass cutter and three keys to be held by the Parish Council.  Once the new keys have been distributed the arrangements for contacting a key holder in case of emergency can be circulated to the community and stated on the notice board.      9.         QUOTE FOR REPAIR OF SWING – REDHILLS   It was agreed for the Parish Clerk to raise a purchase order for the repair of the nest swing.     10.       COMMUNITY FUND MEETING - GRANTSCAPE   The Chairman, Councillor Jordan and the Parish Clerk met with Matt Young CEO of Grantscape regarding the community fund.   Councillor Jordan reported that Good Energy is using Grantscape to administer the fund and noted that Grantscape are professional, dedicated administrators.  This will increase discipline and control of the fund and will mean that the Parish Council has additional support when awarding grants.   The Parish Clerk has been asked by Grantscape to give a full record of grants awarded since 2015 and is collating this information; the information is complete from 2017 to 2019.   The Parish Clerk will contact Lorraine Billis for information on the grants awarded in 2016.  Grantscape have been checking the current documentation and guidelines with the Parish Clerk.  The updated versions will be circulated in due course.   Grantscape have provided the Good Energy corporate logo and this needs to be used on our documentation.  Grantscape are keen to have feedback on positive stories about how the grant is used.   Councillor Jordan noted that Matt Young was pleased that we are requesting match funding for larger grants and that this could be in the form of quantified volunteer time.     During the meeting with Grantscape the ability of the Parish Council to make applications to the fund for community led projects was discussed; Matt suggested the use of an advisory board to ensure due diligence; he provided guidelines on how this can be organised.  The advisory board could consist of two Parish Councillors and two or three residents.  They could meet to review the applications and make recommendations to the Parish Council when the grants are considered.  Councillors Jordan and Holland agreed to form part of the advisory board; Lorraine Billis volunteered to act as a non- Parish Council member.  Councillor Jordan will put out a request for further volunteers in the newsletter. The Parish Council can discuss the arrangements of the advisory board once the group members have been confirmed.     11.       EXCHANGE OF INFORMATION Please note no decisions can be made on these items anything raised which requires a decision of the council will be included as an agenda item at the next Parish Council meeting.   The Parish Council was notified of planning application 19/04809/FUL on the 7th June.  The deadline for comments is the 5th July.  The Parish Clerk will request an extension so that this can be discussed at the Parish Council meeting on the 8th July.   Councillor Pearce attended the CATG meeting; new transport forms are available and Councillor Pearce will forward these to the Parish Clerk.  Councillor Pearce has agreed with Wiltshire Council where to locate the posts for the speed limit reminder devices that the council have agreed to fund; the locations of the four sites were shown during the meeting and will be publicised in the newsletter.   Councillor Pearce noted that the drainage engineer has identified the map location of the culvert involved in the flooding issues in the village last year; in his email to the Parish Clerk the engineer stated that he notified the landowner of the need to ensure the culvert is maintained.  Councillor Pearce will assist the Parish Clerk in drafting a letter to the landowner at Manor Farm regarding maintenance of the culvert.   It was noted that there are 35 letters and 60 documents online in relation to planning application 1903874/OUT.  Mollie Groom suggested sending a letter to MP James Gray regarding the application; Councillor Jordan will draft a letter.  Mollie Groom has stated that if approved she will call in the application.   Councillor Rendell noted that a resident has mentioned the pot holes on Thornhill and Pye lane to him.  It was noted these can be reported to Wiltshire Council using the ‘my Wiltshire’ app; fly tipping and other problems can also be reported.  This will be publicised in the newsletter. + Next Meeting Monday 8th July 2019. This application covers lot 1. Current access to lot 1 appears to be over lot 2 and the current field track. Lot 2 has an outstanding planning request for change of use (18/09307/PNCOU). If lot 2 is sold separately this removes access to lot 1’s farm buildings thus splitting the site and generating more traffic.  It is not clear that the rationale demonstrated in the planning application that the new hard surfaced track is to facilitate the movement of farm vehicles to support a rural business will still be valid if the site is split into two as this may be a precursor to further  change of usage request(s).  This is a concern to the Parish Council due to the poor visibility on the main road in the village and the lack of clarity as to the likely usage of the resurfaced access track.   This application appears to facilitate the potential split of the farm rather than enhance or support ongoing use of the current facilities   It is felt that the only guarantee of no increase in traffic movements is if the access remains the same and the current site remains as one plot.         190/18                        APPLICATIONS FOR TO THE COMMUNITY FUND   190/18.1         BROAD TOWN SCHOOL   Members discussed the application from the school and agreed that any scheme which strengthens the links between the school and the community is to be welcomed.  It was stated that the scheme has also been designed to support those in isolation and loneliness.   It was proposed by Councillor Joyce, seconded by Councillor Hartley and               UNANIMOUSLY RESOLVED to award a grant of £580.00 from the Community Fund for the School’s Community Outreach Project.   190/18.2         BROAD TOWN VILLAGE HALL   The Parish Council were pleased to note that the Village Hall Committee had been successful in their application to the Area Board for £3000.00 towards the refurbishment of the kitchen and toilets.   The Village Hall Committee had therefore fulfilled their obligation to the Parish Council in receiving funding from another source.  The Parish Council could now release the agreed £5,000 committed to the Village Hall Committee from the Community Fund.   It was proposed by the Chairman, Councillor Jordan, seconded by Councillor Holland and   UNANIMOUSLY RESOLVED to make the award of £5,000 from the Community Fund to the Village Hall Committee for the refurbishment of the Village Hall kitchen and toilets.     191/18                        COMMUNITY AREA TRANSPORT ACTION GROUP (CATG)   Councillor Pearce attended the meeting.  It was reported that speeding through the village was discussed as was an acknowledgement of the Speed Indicator Advice (SID) proposal made by the late Councillor Simon Billis to the CATG.  The proposal was for two SID’s for the village.  It was confirmed by CATG that Wiltshire Council could not contribute to the purchase of the SID’s, however they could make a 50% contribution towards the cost of their installation.  To qualify for this funding the Parish Council would be required to draw up a management plan which fulfilled their criteria, that being that the SID’s should be moved around the village, i.e. not have permanently fixed locations.  This requirement would prevent having SID’s powered by solar panels.    The Parish Council in conjunction with a Highways Engineer must identify the locations and ensure that the batteries are charged on a weekly basis and that the data collected is downloaded and analysed.  If all these criteria are met Wiltshire Council would be willing to contribute 50% of the cost of installation of the SID’s.    The Chairman, Councillor Jordan suggested that it is vitally important that the Parish Council publicise widely the forthcoming installation of the SID’s and raise awareness of the project coming to fruition. As the SID’s will be located in several locations around the village on a rota basis the Parish Council should consult with residents on those locations.   It was also agreed that the Parish Clerk should check whether the Parish Council would be eligible to apply to the Community Fund for funding towards the purchase of the SID’s.    192/18                        PARISH AND TOWN COUNCIL’S TRAINING AND NETWORKING DAY – 15TH JUNE 2018, CIVIC CENTRE, TROWBRIDGE              Councillor Joyce reported that it was an interesting day that created awareness across several areas that councillors may be interested in.  The law quiz was particularly interesting and confirmed the need to have a qualified clerk with a good knowledge of Local Government Law.  Other topics included, budgeting and use of reserves, waste and highways.  There was also a session explaining the difficulties encountered by Wiltshire Council last winter due to the adverse weather.   193/18                        ELECTORAL REVIEW OF WILTSHIRE COUNCIL – UPDATE CONSULTATION ON NEW DIVISION BOUNDARIES           It was noted that Broad Town would be grouped with Lyneham & Bradenstoke, Tockenham and Clyffe Pypardd.  The new division boundaries had no physical impact on Broad Town and Broad Town would remain part of the Cricklade and Royal Wootton Bassett Community Area.   The most significant difference would be a change in Unitary Councillor.   The Parish Council would respond to the consultation stating that the Parish Council are content that the proposals represent the best interests of Broad Town.     194/18                        FOOTPATH WORKING GROUP   The change in suppliers from Crosswire to Secure-a-Field for the supply of a metal gate was noted and approved.  Councillor Holland reported that the gate had now been delivered and that the change in supplier represented a saving of £40.00.   The payment to Secure-a-Field for the sum of £252.40 was approved for payment.   195/18                        GRASS CUTTING – REDHILLS RECREATION FIELD   It was agreed that the Parish Council would meet the cost of Public Liability Insurance required by the current grass cutting contractor.  The Parish Clerk would make enquires with insurers to seek a quote.  The Parish Clerk would also establish what had prompted the contractor to trim the hedges around the playing field and ensure the terms of the agreement were clear to the contractor.   196/187          COUNCIL TAX SETTING TIMETABLE   The information from Wiltshire Council was noted.   197/18                        EXCHANGE OF INFORMATION   Please note no decisions can be made on these items anything raised which requires a decision of the council will be included as an agenda item at the next Parish Council meeting.   197/18.1         Area Board Meeting 26th September 2018   The Chairman, Councillor Jordan reported on the Band D charges set by neighbouring parish councils.   Councillor Jordan went on to state that at the Area Board meeting Wiltshire Council had made it clear that their grant budgets were reducing and urged parish councils should seriously review  their precept to meet the cost of services wanted by their communities. Other information shared at the Area Board meeting included: Highways priority will be the resurfacing of high-speed roads to improve skid resistance.  Highways were currently dealing with a back log of maintenance issues and were being challenged with reactive work rather than planned work.  The criteria for repairing pot holes was outlined and it was confirmed that areas considered higher risk  i.e. outside a school would be given priority.     Parish Councils could utilise the Parish Steward for litter collection and weed control.   Parish Councils could collect materials for weather emergencies.   Fly tipping was costing Wiltshire Council £100,000 per year.   The Parish Council received approval for its grant award towards replacement goal posts.  The Village Hall Committee had also received grant funding for the Village Hall improvements.    Parish Councils were reminded to put in their monthly requests for work which the Parish Steward could carry out.   The Area Board recommended that the Village Hall Committee establish the freehold of the Village Hall with a view to purchasing it.   197/18.2         PARISH COUNCIL VACANCY It was agreed that as no applications had been received there would be a break in advertising the vacancy.  If the Parish Council required support in any projects then a call-out to the community would be made.   Next Meeting Monday 12th November 2018.   Points for future meetings:   Plan of Action for installation of Goal Posts.   Next years budget playing field fencing replacement.  Get three estimates.   Meeting Closed at 8.20pm. Refused                                     18/05291/FUL   Marston Farmhouse, Broad Town Road Broad Town Swindon SN4 7RB Single storey rear extension to existing detached dwelling Approve with conditions.   The determinations were noted.   166/18                        PLANNING PUBLIC INQUIRY – LAND AT AND ADJACENT TO APPLEFORD, THORNHILL, ROYAL WOOTTON BASSETT   The Parish Council would like to apologise that the Newsletter information was not clear about how residents could address their comments to the Planning Inquiry.  The mistake had been highlighted by a resident and the Chairman, Councillor Jordan expressed her thanks to the resident for bringing it to the Parish Council’s attention.  This had enabled the Parish Council to check that anyone who wanted to respond to the Inquiry with third party comments that they were indeed forwarded to the Planning Inspectorate.  It was also reassuring to have confirmation from Wiltshire Council that any comments from the public had been submitted to the Planning Inspectorate.   The letter sent by the Parish Council to the Planning Inspectorate was noted.     167/18                        FOOTPATH WORKING GROUP   Councillor Holland reported that Stephen Leonard, the Footpaths Rights of Way Warden had agreed to supply a gate for Little Town cattle grid and offered a wooden gate replacement.  However, it was felt that a metal gate should be fitted as a wooden one is not suitable for the location.   Councillor Holland had received a quote from a supplier recommended by Wiltshire Council, to supply and deliver a one metre wide gate the cost would be £161.00 plus VAT and £85.00 for delivery.   Members deliberated over the delivery costs and tried to seek a solution which would reduce the delivery charge.  Unfortunately, a less expensive alternative was not available.   It was proposed by Councillor Rendell, seconded by Councillor Jordan and               UNANIMOUSLY RESOLVED to purchase a metal gate as quoted, £161.00 plus VAT and £85.00 for delivery.  The cost would be met from the £250.00 budget set aside to cover footpath improvements.   Councillor Holland would forward details of the quote to the Parish Council so that a purchase order could be raised authorising the expenditure and purchase.   Councillor Holland reported that all other resources identified for footpath improvements this year would be for labour.  The cost of replacing stiles would be met by Wiltshire Council.   It was also reported that the Rights of Way Warden had recommended that a survey of the White Horse trail was carried out to identify what might need to be repaired or replaced.     168/18                        VILLAGE WEBSITE   It was agreed that all Councillors’ details which included email addresses and telephone numbers would be made available on the website.   To comply with transparency regulations the following information would also be published on the website.   details of all payments over £100.00 Internal and External Audit Reports Year End Accounts Asset Register Year End Accounts (Annual Return) 2016-17 Publication scheme Details of the transparency regulations     A copy of the finance and transparency 2017 regulations publication was circulated to members for their information.   It was agreed that the Parish Council should consider setting up its own website for Parish Council business and this would be discussed at this year’s budget setting.   169/18.           DRAFT GRASS CUTTING CONTRACT   Subject to two amendments to call it a Service Level Agreement and to include hedge trimming as an extra service made on request from the Parish Council. Members approved the Service Level Agreement for grass cutting services.   The Parish Clerk would check the contractors Public Liability Insurance details.   170/18                        RISK MANAGEMENT   It was agreed that the file name should be changed to Risk Management from Financial Risk Management. It was also agreed that a footnote should be added to make clear that the H/M/L rating was based on the Council’s assessment of the severity of the risk and not on its likelihood to happen or on the Council’s preparedness to mitigate.   Members then reviewed the Risk Management plan and the following updates, extracted from the plan for the minutes, were made and they are highlighted in yellow:   Minutes/agendas/ Notices Statutory Documents   Accuracy and legality L Minutes and agendas are prepared in accordance with legislation.  Agendas are prepared in time to give the three clear days’ statutory notice and displayed within the legal requirement.  Draft minutes of the meeting are produced and on the website within 7 days of the meeting.  Minutes are signed at the following council meeting.  The business on the agenda is managed by the Chair and the Clerk offers legal advice where required at the meeting. Existing procedures adequate.     Members abide by the existing Council code of conduct which will be reviewed periodically.       Play Area Open Recreational spaces     Risk of damage Injury to users M H The play area is subjected to a ROSPA inspection each year.  Any defects are assessed, and repairs/remedial work carried out by an authorised play equipment installer.  Visual checks are carried out periodically by members. Ensure the ROSPA report is an agenda item and any defects reported and repaired correctly.  The council should consider a more robust inspection regime using guidance from ROSPA.  All inspections should be recorded in the event they are required as evidence in an insurance claim.  ACTION.   Work out a formal plan to inspect the play area.  Determine the frequency. Existing provision is adequate.  Although the Parish Council should consider purchasing its own PC for council business.   Consider purchase of a PC at the2019/2020 budget round     Plan circulated with agenda for review and comment by members.   171/18                        EXCHANGE OF INFORMATION   Please note no decisions can be made on these items anything raised which requires a decision of the council will be included as an agenda item at the next Parish Council meeting.   Members discussed the letter received only on the day of the meeting from Wiltshire Council in response to the Parish Councils letter which had expressed disappointment at the planning decision at Redhills Garages in particular the safety concern over Highways issues.  This matter would be an agenda item for the September meeting.   The Parish Council understand from the letter that Wiltshire Councils is not going to do anything, but the Parish Council would continue to discuss how to voice its concerns on behalf of residents. It was reported that Bidwells the agents acting on behalf of Brasenose College had successfully sold the land owned by Brasenose College in Broad Town. It was noted that applications for grant funding from the Community Fund would be considered at the next meeting on 10th September 2018.  This would be published in the Newsletter and the Village Website. It was noted that the late Councillor Billis had submitted a report to the Wiltshire Council, Community Area Transport Group for funding towards a Speed Indicator Device for the village.  It was agreed that a representative from the Parish Council should attend the next CATG meeting.
